Kotoko Kusakabe is the mother of Misuzu Kusakabe. She was married to Souichi Kusakabe in the Kusakabe Village, but the poor treatment from the villagers caused her to run away with her daughter. She is currently Ayamegaoka's mayor and is at work most of the time.
